President Recep Tayyip Erdoğan has issued a decree titled "National Startup Strategy" with the aim of accelerating the development pace of technology entrepreneurship and further strengthening the ecosystem in this area.

In the decree published in the Official Gazette, President Erdoğan stated that activities and progress towards realizing the "National Technology Movement," which aims to develop and produce high-value-added and critical technological products with local and national capabilities in Türkiye, have gained momentum.

Highlighting technology-focused entrepreneurship as one of the most important areas of activity in this process, Erdoğan stated:

"Innovative, high-value-added technological ventures have become pioneers in the process of generating economic and social value with their rapid growth potential and capacity to enter global markets. The successful performance displayed by national technology ventures in recent years also underscores the importance of this area and the potential our country possesses. In this regard, with the aim of accelerating the development pace of technology entrepreneurship and further strengthening the technology entrepreneurship ecosystem, the 'National Startup Strategy,' prepared by the Ministry of Industry and Technology in collaboration with relevant stakeholders, will be published on the Ministry's official website (www.sanayi.gov.tr)."

President Erdoğan emphasized that all necessary support and assistance required for the activities to be carried out under the National Startup Strategy will be diligently provided by the relevant institutions and organizations.

Roadmap for Technology Entrepreneurship

The National Startup Strategy, serving as a roadmap for technology entrepreneurship with the goal of creating a globally competitive technology entrepreneurship ecosystem and positioning our country as a center of attraction for ventures, holds the distinction of being the first and most comprehensive framework document in this field.

30 Strategies and 90 Actions

Prepared with the contributions and participation of relevant public institutions and organizations as well as civil actors, the Strategy includes 30 strategies and 90 actions that take into account the dynamics of the technology entrepreneurship ecosystem and require the active involvement of all ecosystem actors.

Vision of the National Technology Movement

Formulated in line with the vision of the National Technology Movement, this guiding document sets forth strategies in five main areas: Accessible Financial Instruments, Opportunity-Providing Policies, Talent and Encouraging Culture, Pioneering and Leading Inclusive Supports, and Entrepreneur-Friendly Market Conditions.

Additionally, it not only aims to support the development of the ecosystem but also focuses on advancing in areas crucial for the country's development such as Equal Opportunities, Sustainable Living, Investment in the Future of Youth, and Focus Development Areas.

Entrepreneurship Council

To ensure that the strategy, prepared with a participatory approach, is followed and managed with the same approach, an Entrepreneurship Council is established. As part of the strategy, a Women's Entrepreneurship Initiative is also launched to enable women to unleash their potential under equal conditions in entrepreneurship and the economy. The National Startup Strategy invites all stakeholders of the ecosystem to embrace this vision and motivation and contribute to the "Entrepreneurship for the Future" initiative.

5,000 Angel Investors

With the National Startup Strategy, targets until 2025 include: reaching 5,000 angel investors, achieving 2.5 billion TL in crowdfunding, being among the top 20 advanced ecosystems globally, providing 5 billion TL in public support to the ecosystem, and investing 2.5 billion dollars annually in venture capital, resulting in the emergence of 15 Turcorns and 5 Decacorns.

100,000 Tech Entrepreneurs 

By 2030, the goals include: being among the top 10 advanced ecosystems globally, making Istanbul one of the top 20 centers for entrepreneurship globally, and reaching 100,000 tech entrepreneurs.
